Ukraine promotes the development of national consciousness of people who have roots to it and living outside of Ukraine, the strengthening of ties with their homeland and their return. According to Article 12 of the Constitution of Ukraine, the state takes care of meeting the national, cultural and linguistic needs of Ukrainians living outside its borders.

A foreigner of Ukrainian origin is a person who is a citizen of another state or a person without citizenship, and also has Ukrainian ethnic origin or is of Ukrainian origin.

Ukrainian ethnic origin is the belonging of a person or his ancestors to the Ukrainian nation and his recognition of Ukraine as the homeland of his ethnic origin.

How to get Ukrainian Origin status

The National Commission on Ukrainians Abroad (hereinafter – the National Commission) is the authority which makes a decision on granting, refusing or terminating the Ukrainian Origin status.

Applications for Ukrainian Origin status are submitted to foreign diplomatic institutions of Ukraine or directly to the Ministry of Foreign Affairs of Ukraine.

The applications shall be reviewed within 90 days.

In the case of a positive decision regarding the granting Ukrainian Origin status the National Commission issues a certificate.

In case of refusal to grant Ukrainian Origin status, a copy of the relevant decision of the National Commission is issued to the person. In such a case, the person retains the right to re-apply for Ukrainian Origin status.

What are the requirements for Ukrainian Origin status

The conditions for granting Ukrainian Origin status are:

1) Ukrainian national identity;

2) Ukrainian ethnic origin or origin from Ukraine;

3) a written application regarding the desire to have the status of a Ukrainian abroad;

4) reaching the age of 16;

5) lack of Ukrainian citizenship.

Ukrainian ethnic origin or origin from Ukraine is confirmed by the applicant with relevant documents or testimonies of citizens of Ukraine, Ukrainians abroad or public organizations of Ukrainians abroad.

Documents for Ukrainian Origin status application:

1) a passport document or a document that replaces it;

2) documents or evidence confirming Ukrainian ethnic origin or origin from Ukraine;

The documents may be accompanied by a description of a petition of a public organization of a Ukrainian abroad, of which the applicant is a member.

The certificate of Ukrainian Origin status does not replace a passport.

The Ukrainian Origin status certificate is issued for 10 years with subsequent extension.

In the event of a change of name, surname, or citizenship, the holder of the certificate must notify the Ministry of Foreign Affairs of Ukraine or a diplomatic mission or consular institution of Ukraine abroad within six months. In this case, a new certificate is issued to the person.

In case of loss of the identity card of a Ukrainian living abroad, the National Commission shall issue a duplicate identity card to a person upon his/her application.

Refusal to grant Ukrainian Origin status

The grounds for refusing to grant Ukrainian Origin status are:

1) actions committed by a person that contradict the interests of the national security of Ukraine;

2) submission of knowingly false data or forged documents to obtain the relevant status;

3) violation of other requirements provided for in the Procedure on the Registration and Issuance of the Identity Card of a Ukrainian Abroad.
