The government extended quarantine in Ukraine until April 30, 2021

On 17.02.2021, the Government of Ukraine amended changes to the all-Ukrainian quarantine measures and extended the quarantine till 30.04.2021. Source: website of Ukrainian Government.

Apart from that, from February 24, 2021, a “yellow” level of epidemic danger is established on the territory of Ukraine, according to which quarantine restrictions apply throughout Ukraine, which correspond to the “yellow” level of epidemic danger, and will last from February 24 to April 30, 2021.

What about foreigners who overstayed in Ukraine because of COVID-19?

In accordance to the Resolution of the Cabinet of Ministers of Ukraine “Some issues on the implementation of migration legislation during the quarantine period in the territory of Ukraine”,  processing and issuance of the documents which confirm citizenship of Ukraine or a special status of a person shall be carried out in the place, where the person has applied.

Also the government has approved the following:

  • Temporary, for the duration of the quarantine period and within 30 days after its termination, foreigners and stateless persons, who violated the migration legislation of Ukraine in regard to non-compliance with the terms of their stay in Ukraine OR issuance, as well as exchange of the permanent or temporary residence permits shall not be penalized if such violations have occurred during or as a result of the quarantine period;
  • Foreigners and stateless persons, who have not been able to leave Ukraine or apply to the territorial Units or Departments of the State Migration Service of Ukraine to prolong the period of their stay in Ukraine OR/AND for issuance, as well as an exchange of the permanent or temporary residence permit due to quarantine period, if the date of application for the issuance of such documents occurred during the quarantine period in Ukraine, SHALL within a period of up to 30 days from the date of quarantine’s termination apply to the territorial Units or Departments of the State Migration Service of Ukraine to prolong the period of their stay in Ukraine OR/AND for issuance, as well as an exchange of the permanent or temporary residence permit.

Appropriate penalties are provided for violation of quarantine conditions in Ukraine

– Fine from 1 to 3 thousand non-taxable minimum incomes (17-54 thousand UAH) or arrest for 6 months
– Restriction or imprisonment for 3 years, if such actions have led or could lead to the spread of the disease.
– Imprisonment for a term of 5 to 8 years if the violation of the rules of observation resulted in death or other serious consequences for third parties

Rules of obligatory observation in Ukraine

In April, the government eased quarantine restrictions and allowed citizens to replace mandatory observation with self-isolation.

How will observation differ from self-isolation in Ukraine?

During the observation, the person will be in a hospital or other institution designated by the local authorities as an observer. With self-isolation, a person determines where he plans to stay for 14 days.

*Persons who have reached 60 years of age are subject to self-isolation.

What needs to be done for this?

When crossing the border, a person agrees to self-isolation.

You need to download and register in the mobile electronic service “Home“.

Follow the instructions in the mobile application and follow the rules of self-isolation.

If you do not want or do not have the opportunity to install the mobile application “Home” – you will be taken to the place of mandatory observation.

Who can use self-isolation in “Diia“?

– People entering Ukraine from abroad.
– People entering from the temporarily occupied territories of Donetsk and Luhansk oblasts, Crimea and the city of Sevastopol through the check points.

Who shall be observed?

Those people who have twice violated the conditions of self-isolation – must be observed in places designated by local authorities.

Is it possible to reduce the period of self-isolation when using the application “Home”?

Yes, that is possible. According to the Resolution self-isolation can be stopped, provided:
– after receiving a negative PCR test result;
– after receiving a negative result of the rapid test for antigen, which was conducted after crossing the checkpoints of entry into and exit from the temporarily occupied territories.
