Registration of foreigners in Ukraine. Temporary residence permit for the invited to work

A foreign citizen may temporarily stay on the territory of Ukraine on the following conditions:

1. When entering the country with a visa regime – for the period of validity of the visa.
2. When entering the country with a visa-free regime – 90 days out of 180 from the moment of the first entry.

If a non-resident needs to stay in Ukraine for a longer period, a temporary residence permit is required.

Initially, the passport document of a foreign citizen is registered by the State Border Guard Service at the first crossing of the border.

To obtain a temporary residence permit, a foreigner must be officially invited to work by an employer company in Ukraine.

The first step in obtaining a Temporary Residence Permit is to submit the following documents to the bodies of the State Migration Service (OVIR here and after):

1. Application of a foreigner of a fixed form
2. Obligation of the host side
3. Original of the foreigner’s passport
4. Translation of the passport into Ukrainian with the seal of the translation agency
5. Copy of the order on appointment of the person responsible for work with foreigners in the enterprise
6. Copy of the passport of the responsible person
7. Work permit-original and copy
8. Receipt for the payment of OVIR services and state duty for the issue of a temporary residence permit
9. Insurance policy for 1 year for non-CIS countries (not needed for citizens of Russia and Belarus)
10. 4 photographs of a foreigner signed on the reverse side (full name)
11. Copy of the page in the passport with the mark of the last crossing of the border
12. Copy of identification code

The temporary residence permit is issued within 14 days. Further it needs to be registered in the district OVIR for 30 days from the date of issue.

The next step, No. 2. Visit to the Center of administartive services:

At this stage, it will be necessary to provide an apartment rental contract (Lease agreement) and you need the assistance of an owner of the apartment rented by you.

In the Center of administartive services (passport department) there should be a foreigner or a person authorized by him and the Owner of the apartment.

The owner will need to present the following documents to the passport applicant:

• The title deed to the apartment (sales contract, gift agreement, etc.): original + copy
• Owner’s passport: original + copy
• Lease agreement + copy

The Application for registration is filled in Center of administartive services, it is signed by the Owner of the apartment and a foreigner.

№ 3. District OVIR.

Having received the Application for registration in Center of administartive services and enrolled it, you can go to the District OVIR, where you already directly stamp the registration in the temporary residence permit.

Documents that you need not forget to take with you:

• Application for registration from Center of administartive services and arrival cards
• Original temporary residence permit
• Copy of the Lease Agreement

In the District OVIR can expect a surprise: the inspector may require the original title document to the apartment. In this case, the presence of the Owner of the apartment is required. You can also reinsure and prepare in advance a notarized copy of the e.g. Sales Contract.

The term of the Temporary Residence Permit is the same as the period of the Permit for Employment. Usually it is 1 year. Prior to the expiration of the Temporary Residence (at least 1 month), it will be necessary to apply for an extension to the State Migration Service.
